Append a CVE analysis rule

/networks/:networkId/vulnerabilities/:cveId/analyses/:os/rules

Append a rule to the custom vulnerability analysis for a CVE and OS in the network, creating the analysis if none exists yet. The rule is added after any existing rules, so it applies only to devices no earlier rule matches.
